The Terrorism (Protection of Premises) Bill will help keep people safe and enhance national security by ensuring preparedness for, and protection from, terrorist attacks. Proportionate new security requirements will be introduced for certain public venues and locations.
Draft legislation in the form of the Terrorism (Protection of Premises) Bill was published on 2nd May 2023 with the aim of keeping people safe from terrorist attacks, by introducing proportionate security requirements for publicly accessible locations and events. Owners and managers of public places have a responsibility to stay ahead of changing requirements, to do so we recommend a pre-legislation survey is carried out This audit, carried out on-site, gives managers and owners a detailed understanding of what a site already has in place to mitigate each type of terrorist attack.
Sites will naturally have a range of both hard and soft measures to combat terrorism and other threats and risks. A 'security-focused' culture will be an essential part of a site's counter-terror strategy underpinned by appropriate and proportionate measures. Soft measures can include emergency comms platforms, HR processes for recruitment and vetting, and PR strategy. Hard measures will include aspects such as the range and effectiveness of CCTV and hostile vehicle mitigation bollards. We work with site managers to review each measure for effectiveness and value for money.
Clause 17 of the proposed legislation requires sites to have a detailed security plan for the prevention and preparation of each type of terrorist attack. Once an audit has been carried out we will work with the site managers to produce a plan in readiness for a Counter Terror Security Advisor risk assessment that helps to mitigate any gaps in protective security..
